When you go to the post office now, they ask if you're mailing hazardous materials. If you were, would you admit to it? It's like when you're at the airport and the agent asks if you packed your own luggage or if you're carrying packages from strangers. Criminals or terrorists have no qualms about lying. That's nothing to them in the greater scheme of things. That's what they're supposed to do, lie, cheat and deceive.
